Abstract:

Cramer Fish Sciences (CFS), cbec, inc. ecoengineering, and South Yuba River Citizen’s League, funded and directed by the United States Fish and Wildlife Service’s Anadromous Fish Restoration Program (USFWS AFRP) and Yuba Water Agency, teamed to plan, design, monitor, perform regulatory compliance for the Hallwood Side Channel and Floodplain Restoration Project (Project) on the Yuba River, California. The Project is designed to restore and enhance ecosystem processes, with a primary focus on improving productive juvenile salmonid rearing habitat to increase natural production of fall and spring-run Chinook Salmon ( Oncorhynchus tshawytscha ) and steelhead ( O. mykiss ) in the Yuba River. The Project would enhance and/or create up to 157 acres of seasonally inundated riparian floodplain habitats, 1.7 miles of perennial side and alcove channels, and more than 6.1 miles of seasonal side channels. The design approach focuses on removing unnatural constraints (such as a mid-river training wall and very coarse surface materials left from mining activities) in order to allow natural river and floodplain processes to function. Construction planning efforts include multi-year phasing to remove about 3.2 million cubic yards of material from the site while optimizing habitat establishment in early years and minimizing disturbance to existing high quality riparian and aquatic habitat.

The Project included a robust monitoring program that measured the effect of restoration on a range of ecological parameters thought to influence salmonid habitat use and productivity and riparian ecosystem function using a Before-After-Control-Impact study framework. Specifically, we monitored salmonid and non-native predator density, juvenile salmonid growth and residence time, predation, invertebrate prey (drift) density and biomass, and changes in acreage of a range of habitat types, including terrestrial and aquatic vegetation. We also examined factors influencing natural riparian tree recruitment following restoration.

Although restoration actions focused on salmonid rearing habitat, spawning activity was observed on several occasions before and after site construction and was documented to demonstrate utilization by adult Chinook Salmon and steelhead. In 2022 and 2023, additional surveys were conducted in the main channel to confirm that the project did not reduce overall spawning within the project reach.

Methods and protocols used in the collection of this data package
Description:

In 2014, prior to implementation, redd surveys were conducted once to document salmonid spawning under existing conditions. The survey was conducted in the main channel and in the portion of the remanent side channel with actively flowing water and connectivity with the main channel. Survey transects were conducted on foot. Spatial coordinates for redd location were marked using a handheld GPS devices (Trimble GeoXT 2012 6000 Series) and surveyors recorded physical condition and presence or absence of salmon. Redds currently occupied by fish and those with clean gravel were identified as new, whereas redds with algae covered substrate were considered old redds and their location recorded. Surveyors also recorded redd morphology for new redds. A few additional redds were documented in 2015, but a full survey of the main and side channel was not performed.

During and following implementation, salmonid redd surveys were not initially included in the Project monitoring plan as the design targeted off channel rearing habitat and as Yuba River redd surveys were already being performed by Pacific States Marine Fisheries Commission in the main channel. However, in 2020 and 2021 spawning activity was observed and anecdotally documented in the constructed side channel during other monitoring activities. In 2022 and 2023, formal surveys were conducted four times per year in both the side channel and adjacent main channel habitat generally following the methods of 2014, recording redd location, condition, and species presence. In 2022, redd morphology was recorded as in 2015, but this data was not collected in 2023 due to time constraints.
