Abstract:
This project provides the first systematic assessment of non-governmental vacant parcels for potential greening (VPPG) the Phoenix metropolitan area—land parcels that are or can be privately owned but which contain no buildings, are unpaved, have no apparent use, and are potential candidates for urban greening. To achieve the data, a new method for the identification of vacant lands was employed that combines remote sensing techniques and cadastral data and trains the computer to distinguish different forms of vacant land. The classification result proved to be an effective approach for open land identification and identified approximately 19500 ha of open land in the metro area.  The model achieved an average accuracy of 90.67%. This dataset only includes VPPG and does not include other vacant land determined to be inappropriate for potential greening (developed/abandoned or impervious surface). (Overall accuracy for all classes was 87.20%).

Methods and protocols used in the collection of this data package
Description:
For the classification, private property parcels with 'vacant' primary use codes (PUCs) were extracted from the 2010 cadastral data for Maricopa County, Arizona, USA. The parcel data were clipped using a shape file of the Phoenix metropolitan area's urban boundaries within in the county appraisal district. These data were joined with that from 1 m resolution NAIP aerial imagery for 2010. Principle component analysis on the original spectral bands and the red spectral band derived from the original 2010 NAIP image were applied. Mean and standard deviation from both images were calculated for each vacant parcel. Using the analyzed parcel data, training samples were collected from a third true-color 2010 NAIP image through visual observation. This was done to establish common land cover classes based on statistical attributes. Five land cover classes were ultimately used: 1.) Bare Soil, 2.) Scrub, 3.) Grass/Trees, 4.) Developed/Abandoned\*, and 5.) Impervious\*. As some parcels are located in mountainous or hilly areas, slope and elevation data were incorporated in the analysis to eliminate parcels which may not be suitable for agricultural use. The first three land cover classes comprise what are consider as true open land suitable for urban agriculture. \*Developed/Abandoned parcels imply that a structure of some sort is present on the property making it unsuitable for use. Neither classes 4 or 5 are included in this dataset.

Abstract:Phase IV of the Central Arizona-Phoenix LTER (CAP) continues to focus on the question: How do the ecosystem services provided by urban ecological infrastructure (UEI) affect human outcomes and behavior, and how do human actions affect patterns of urban ecosystem structure and function and, ultimately, urban sustainability and resilience? The overarching goal is to foster social-ecological urban research aimed at understanding these complex systems using a holistic, ecology of cities perspective while contributing to an ecology for cities that enhances urban sustainability and resilience. This goal is being met through four broad programmatic objectives: (1) use long-term observations and datasets to articulate and answer new questions requiring a long-term perspective; (2) develop and use predictive models and future-looking scenarios to help answer research questions; (3) employ existing urban ecological theory while articulating new theory; and (4) build transdisciplinary partnerships to foster resilience and enhance sustainability in urban ecosystems while educating urban dwellers of all ages and experiences. CAP IV research is organized around eight interdisciplinary questions and ten long-term datasets and experiments, and researchers are organized into eight Interdisciplinary Research Themes to pursue these long-term research questions.
